The constitutional model

Authority is not intelligence.

The governance architecture separates capability from authority. Probabilistic systems can retrieve, reason, predict and recommend; they do not acquire constitutional authority merely by becoming more capable.

Deterministic authority

One constitutional core.

The governing core is the authority boundary. Other components supply information or evidence, but they do not silently inherit decision rights.

Executable governance makes admissibility a property of computation. The governing rules, evidence and state can be replayed to verify why a transition was admitted or refused.

Governance under failure

Degradation is not permission.

Governance Under Degradation extends the constitutional model into integrity loss, authority ambiguity, evidence corruption or delay, infrastructure compromise, semantic incoherence, rule conflict and service unavailability.
